  The purpose of Child Welfare Services is to ensure for all maltreated children in Erie County a permanent, legally assured family which protects them from abuse or neglect.

The Agency is guided and constrained in its functions by state and federal law and regulation. Through the Juvenile Act and the Child Protective Services Law, the Commonwealth of Pennsylvania recognized both the need to protect children from abuse and neglect and the need to preserve the integrity of family life whenever consistent with the goal of child protection.

Child Welfare Services conducts its mission with a recognition of the magnitude of its duty to provide for the care and protection of maltreated children in Erie County with a commitment to keep families together whenever possible, and a willingness to move deliberately toward alternative forms of permanence in cases where family preservation has been ruled out as a viable option.
